In the 250-GeV ILC project, 3,700 of 9-cell superconducting RF cavities will be installed in the main linac tunnel. All these cavities will be provided by several vendors in the world in the process of international bidding and should be complied with the high-pressure gas safety act in Japan. For the foreign vendors, the high-pressure gas safety act in Japan might be the obstacle to join the bidding process because the vendors should be responsible with the certification of cavities with the complicated bureaucratic processes and pressure-test procedures in the Japanese safety act. In such situation, KEK is expected to support and guide all foreign vendors in terms of the safety act in Japan. For this purpose, we fabricated 9-cell superconducting RF cavity at KEK and are trying to experience the all bureaucratic processes and pressure tests as a maker of cavity. In this presentation, we report the details of the fabrication process of the cavity which is fabricated at KEK and is complied with the high-pressure gas safety act in Japan.
